POSITION SUMMARY: To manage, coordinate, supervise, and train a team of paraprofessionals to ensure the delivery of services to youth in the emergency shelter and transitional living program in accordance with the Covenant House Mission and Covenant House California Policies and Procedures. This position functions as supervisor of both the Safe Haven emergency shelter and Rights of Passage transitional living program for Day, Evening and Overnight shifts. This position is required to adhere to all agency policies/procedures and practices and insures staff he/she supervises does the same.

The Resident Manager (RM) works with the Director of Residential Services (DRS) to provide leadership and management of day to day operations of our 40-bed facility that includes an emergency shelter and a transitional living program. All CHC staff work together to facilitate safety and comprehensive programming for youth in our programs and services. The RM main duties include weekend and evening management, coordination, supervision, and training of a team of residential advisors to ensure the delivery of services to youth in the shelter are in accordance with the Covenant House Mission and Covenant House California Policies and Procedures and Core Principals. The other focus of the RM position is to work with the DRS to design and implement a weekly and monthly program calendar. The RM leads both the life skills programming and the chore program.

CLASSIFICATION: Exempt position 40-hours per week

SALARY RANGE: $66,560 annually.

ESSENTIAL FUNCTIONS: (Duties and functions performed based on the shift assigned)

Staff/Team/Program

1. Manage and coordinate direct care services provided to youth.
2. Participant in administrator on-call rotation with the management team.
3. Provide direct oversight, supervision, training and coaching to all Resident Advisor staff.
4. Hold staff team meetings for informational and training purposes in conjunction with the Director of Residential Services.
5. Assist in setting and coordinating weekly/monthly staff schedules to ensure appropriate coverage 7 days per week.
6. Provide emergency back-up staff coverage as needed during staffing shortages or during crisis situations.
7. Monitor and review staff timesheets for appropriate time card punches, punch edit’s must include notes/justification and never to off-set late/early arrivals or adjust for overtime, reviews and signs final time sheets for staff he/she supervises (or as needed/approved).
8. Assign and monitor staff responsibilities for any given shift, including but not limited to: supervision of youth and activities, cleanliness of facility, facilitation of night meetings, transportation of youth to appointments, facilitation of group activities when appropriate.
9. Lead daily shift transition meetings.
10. Identify training needs and advise the leadership team of training opportunities.
11. Create and facilitate life skills training and chore program.
12. Oversee youth internships as assigned.
13. Authorize emergency shelter for youth, in conjunction with the Director of Residential Services and program management team.
14. Responsible to monitor the use of petty cash which includes submission of all receipts per transition to the Director of Residential Services and ensures that transactions of bus passes for residents are accurate and can be accounted/reconciled by the Accounting department.
15. Attend all weekly team CPR / client progress review meetings as appropriate by shift.
16. Prepares monthly fire and earthquake drills.
17. Attend Coordinated Entry Assessment (CES) community meetings.

Milieu/Youth

18. Monitor Safe Haven shelter and ROP census to ensure compliance with CHC open intake, restriction, discharge and re-entry policies and procedures. Ensure ongoing monitoring and carrying out of strategic plan goals for residential program.
19. Provide crisis intervention to residents, as appropriate.
20. Assist youth in the follow through of assignments and tasks delineated on individual case plan. Maintain awareness of case management process and issues for individual youth.
21. Complete all other duties as assigned.

JOB REQUIREMENTS:

EDUCATION: Bachelor’s Degree in Human Services preferred.

EXPERIENCE: Experience with at-risk youth, preferably runaway and homeless youth. Must have 1-3 years management/supervisory/coordination experience working within a residential setting, case management experience preferred.

SKILLS: Knowledge of adolescent development, crisis intervention, Part-R, CPR and First Aid. Must have good organizational skills and the ability to communicate with members, clients, vendors and the public. Ability to exercise appropriate authority when needed and good judgment in crisis situations, good written and verbal communication skills.

TRANSPORTATION: Must have a valid CA driver license, have reliable transportation and a good driving record.

CONDITIONS: This position is Full-Time (40 hrs/week). Participation in the on-call rotation schedule. The on-call is responsible for providing on-call coverage for the shifts assigned to them on the rotation schedule.

SUPERVISORY DUTIES: Provide direct and indirect supervision to Resident Advisors, Case Managers, per diems and volunteers.
