Per Diem Shelter Counselor

This is an on-call (per diem), non-exempt position, and the starting rate is $15.86 per hour

Hours are overnight 7 pm to 8 am, or  Sundays from 10:00am to 7:00pm as needed for coverage

Become a part of an exciting and dynamic organization that makes a difference in the lives of homeless and trafficked youth. Covenant House California (CHC) is a non-profit agency whose mission is to serve homeless and trafficked youth to offer safety, hope and opportunities to move forward.

Our DreamCatcher program in Oakland, CA has an immediate need for a Shelter Advocate. DreamCatcher provides emergency shelter, a support center where youth can access a community supper, crisis counseling, case management, laundry facilities, hygiene supplies, transportation, computers, academic support, employment referrals, medical clinic, recreation and advocacy, as well as outreach to runaway and homeless youth ages 13-18 throughout Alameda County.


Under the supervision and support of the Shelter Coordinator, the shelter counselor provides staffing in shelter, responsibilities and duties include: 

  • Maintain a safe and nurturing environment for sheltered youth.
  • Conduct intake interviews as requested; assess suitability for emergency shelter placement of runaway youth, ages 13-18.
  • Prepare and provide meals to resident youth.
  • Maintain records and complete reports requested by Program Director.
  • Maintain daily communication with service delivery team and coordinate logbook and all written communication between staff.
  • Share responsibility for 24-hour telephone services for shelter.
  • Ensure that facility is in compliance with all local, state and federal program regulations.
  • Perform other duties as requested by Program Director.


  • A BA degree in counseling or social work or related field or have 4 years equivalent experience working with “at-risk”, runaway or homeless youth.
  • Experience providing services to homeless, runaway and at-risk youth.
  • Experience and sensitivity in working with culturally and sexually diverse populations.
  • Able to work independently and in conjunction with a team.
  • Background clearance, including fingerprinting for the Department of Justice and FBI is required.
