Covenant House California (CHC) is a nonprofit organization that provides sanctuary and support for youth overcoming homelessness, ages 18-24. Over the past 36 years, our services have grown and expanded, and we serve more than 1,500 young people every year.

As our agency provides direct care to young people that are 18-24 years old, we require that applicants are at least 25 years old.

LOCATION: California - Statewide

CLASSIFICATION: Exempt, Full-time

SALARY RANGE: $80,000 to $90,000 / annually

POSITION SUMMARY:

The Associate Director, Contracts & Compliance (ADCC) is a leadership position responsible for overseeing the administration, compliance, and fiscal management of public funding contracts across Covenant House California’s statewide operations. Reporting to the Director of Finance, and working in close partnership with the SVP Strategy & Administration, this role ensures the seamless coordination of all government contract-related functions from pre-award planning to post-award management—including grant prospecting, grant application assembly and submission, post award compliance activities, and collaboration with both internal teams and external funders.

This position facilitates the integration of programmatic, financial, and administrative efforts to ensure that all deliverables are met and that contracts remain in good standing. The Director serves as a primary point of contact for external funding agencies and provides technical guidance, and operational oversight for a complex and growing government portfolio consisting of more than 40 contracts.

The ideal candidate will have demonstrated success in government contract administration, team management, grant financial management, and cross-departmental coordination, with a passion for supporting services for youth experiencing homelessness. This position requires a strategic thinker with strong attention to detail, the ability to manage multiple priorities, and a collaborative leadership style.

ESSENTIAL FUNCTIONS:

Contract Management:

  1. Provide strategic oversight of all government contracts from pre-award through closeout, ensuring compliance with federal, state, and local regulations.
  2. Engage with various funding/RFP circles throughout California, to best strategize opportunities for growth and advocacy.
  3. Lead the development and implementation of systems to track contract deliverables, budgets, and reporting timelines.
  4. Calendar and coordinate all government contract/grant activities for the agency including grant application submission, grant reporting and communication with funders and partners.
  5. Serve as a primary liaison between CHC and public funders, ensuring effective communication and timely submission of required documentation.
  6. Interpret contract terms and ensure that scope of work, budget modifications, and reporting requirements are clearly understood and implemented by program, development and finance staff engaging CHC’s Funding Together strategy.
  7. Maintain a centralized repository of all contracts, subcontracts, MOUs, and operational agreements, ensuring they are current and accessible.
  8. Maintain agency Face Sheets and shared contract listing documents.
  9. Support internal readiness for audits and funder monitoring visits by ensuring that contract documentation is accurate and complete.
  10. Act as administrator for all partner mandated grant management platforms.

Fiscal Support:

  1. Collaborate with the Grant Accounting team on invoicing activities as assigned.
  2. Monitor and report on the financial performance of contracts to ensure budget alignment, timely invoicing, and appropriate expense allocations with program teams.
  3. Contribute to organizational planning and funding strategies to sustain and expand CHC’s contract portfolio.
  4. Facilitate the transition of grant reporting structures into new ERP system (Oracle)
  5. Maintain accurate personnel allocation rosters and updates in Trinet (payroll system) through collaboration with program, HR, and Director of Finance. Ensure timely updates in any personnel changes are captured.
  6. Act as the liaison with program teams to ensure specific operational budget line items are utilized and reported to finance to ensure maximum invoicing efficiencies.

Program Support:

  1. Facilitate regular training for program teams on budget management, allowable contract costs, and contract compliance
  2. Assist the program teams to meet all Document Readiness standards through regular internal audit processes and training.

Additional Responsibilities:

  1. Lead Funding Together meetings in a regular cadence as required for contract management.
  2. Attend internal leadership meetings and funding strategy sessions to ensure contract activities align with agency goals and compliance standards.
  3. Attend weekly team meetings with Finance/Development and agency meetings as assigned.
  4. Other duties as assigned by supervisor.

JOB REQUIREMENTS:

EDUCATION:

Bachelor’s Degree or equivalent experience required.

EXPERIENCE:

Minimum of 5 years working in same or similar position.

SKILLS:

Exceptional project and contract management skills, with the ability to oversee complex, multi-site government contracts from execution through closeout. Strong written and verbal communication skills, including the ability to clearly interpret and explain contract terms to diverse internal and external audiences. Demonstrated ability to analyze budgets, track invoicing, and coordinate with finance teams to ensure accurate and timely financial reporting. High level of organizational skill and attention to detail, with the capacity to manage multiple contracts, deadlines, and deliverables simultaneously. Proficiency in Microsoft Office Suite, particularly Excel, Word, and Outlook, as well as Adobe Acrobat/PDF editing tools. Additionally, experience with Trinet or Oracle would be considered a valuable asset.

TRANSPORTATION:

Must have a valid CA driver’s license, good driving record and reliable transportation.

WORKING CONDITIONS:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. General business/office/shelter environment. Must be able to lift up to 40 lbs. on occasion, bend, sit and stand for prolonged periods of time. The noise level in the work environment is usually moderate to loud. This is a Full-Time 40 hour per week position, and may require occasional travel.

KNOWLEDGE/TRAINING:

Strong knowledge of youth homelessness, trauma-informed care, and program models used in homeless services is required. Familiarity with government funding systems, grant invoicing procedures, and contract compliance requirements at the city, county, state, and federal levels is strongly preferred.

SUPERVISORY DUTIES:

This position may supervise up to 2 direct reports, including grant accountants, grant writers, and/or grant reporting staff.
