Job Description for Clinical Director

This is an exempt, full-Time, 40 hrs per week position, which includes either a Saturday or Sunday.

As our direct care staff work with youth that are 18-24 years old, 

we require that applicants are at least 25 years old.

Covenant House California is an affiliate of Covenant House International. Covenant House International has houses in more than 30 cities across the United States, Canada and Latin America. Our location here in Hollywood started as a team of volunteers in 1988 in Hollywood providing food, services, and a sense of being valued to youth on the streets. Their aim was to connect youth to a network of community resources with a goal of helping them move into stable housing situations.

After eight years of hard work, thanks to government funding, the donations of kind individuals, and support from foundations, CHC opened its Los Angeles Residential Center to provide the best services possible for Hollywood’s youth experiencing homelessness. The 36,000 square foot facility is located in Hollywood and features a Safe Haven Shelter with 60 beds, a Transitional Living Center with 24 beds, a medical clinic, cafeteria, and recreation space.

Applicants that have experience working with youth that have experienced homelessness, who have traumatic histories, identify as LGBTQ, are gender non-conforming and/or who often face multiple issues and have complex needs. Applicants with knowledge and/or experience working with youth development programs, utilizing a harm reduction framework, using trauma informed practices and will value working with a multi-disciplinary team to create a safe inclusive environment would be highly preferred.

Covenant House California (CHC) is a non-profit agency whose mission is to serve homeless and trafficked youth (18-24) to offer safety, hope and opportunities to move forward.

Covenant House Oakland is seeking to hire a Clinical Director to provide 1:1 therapy to youth, clinical supervision and support to our case management services across residential programs, as well as the supervision of clinical interns. We are looking for applicants that have experience working with youth that have experienced homelessness, with traumatic histories, trafficked youth, identify as LGBTQ, are gender non-conforming and/or whom often face multiple issues and have complex needs. POSITION SUMMARY: The Clinical Director provides direct clinical leadership to the continuum of services we offer to our programs in Northern California. This would include providing clinical case management supervision, training and the direct service of therapy to youth in program and those on the street. The Clinical Director will work in collaboration with the other Program Directors to ensure that assessments, service planning, documentation and interdisciplinary teamwork to appropriately engage and work with the young people we serve. The Clinical Director will also work to enhance and specialize our work and programming for trafficked youth. The position also assists in supporting and ensuring that documentation, data tracking and reports for case management contracts and grants are prepared accurately and timely. The Clinical Director works with other CHC Directors on integration across all programs, sites and services.  

ESSENTIAL FUNCTIONS:

  • Provide appropriate therapeutic interventions to youth in Residential Programs and Wellness Center spaces across all three sites in Norcal. Ensure that 1:1 therapy and interventions are available to youth that want them either by this position or interns supervised. 
  • Assist in crisis intervention and support to staff in various programs through an engaged approach and a coaching standpoint. Facilitate debriefing opportunities with Program Directors to be used as teachable moments and creating feedback loops to better inform our programs and interventions with youth. 
  • Day to day operations and leadership to ensure the quality of services in CHC residential services including on-going training and clinical support of the case managers and RA staff in collaboration with Program Directors. 
  • The Clinical Director works with several interdisciplinary teams for continued program enhancement and integration across agency programs. 
  • Leadership and direction for the continued enhancement of youth intake, assessment and service planning that considers youth experience first and collects needed data for grants and contracts as well as using CHC policy and procedures. 
  • In collaboration with the Residential Director works to provide timely, accurate and thorough documentation of direct services to youth through paper files, HMIS, ETO and TCM.  
  • Ensures that our services and interventions are trauma-informed and within a harm reduction framework.
  • Coordinates and co-facilitates weekly case reviews with the Residential Director.
  • Recruits, trains and oversees any MSW interns or MFT interns that qualify to do their placements at CHC for school purposes. The Clinical Director will supervise and ensure compliance with these positions.
  • Oversees and coordinates the services related to the medical clinics onsite and other mental health partnerships serving our youth in the community.
  • Ensures that CHC is adequately and consistently represented in community, service provider meetings related to mental health services and supports.
  • Acts as a community expert for coordinating outside resources, linkages and advocacy for CHC youth services.
  • Is responsible for training program staff regarding mental health and substance use with a harm reduction, trauma informed, and housing first approach. This to be done in collaboration with Training Coordinator and SVP.
  • Is responsible to ensure that in-house support services are efficiently and effectively coordinated.
  • Ensures updated referral guides are available to case management staff.
  • Participates as part of the management on-call team as assigned.
  • Other duties as assigned.


EDUCATION:   Master’s Degree in Social Work, Psychology (or related field)  

EXPERIENCE: 5 years of experience in mental health, youth services and/or residential setting (preferably with runaway and homeless youth).

SKILLS: Clinical knowledge and skills working with homeless and trafficked youth 13-24. Excellent organizational skills. Ability to work effectively both independently and within a team approach. Community resource expert. Ability to communicate effectively both orally and in written form.

WORKING: 40 hours per week (100%-Full Time) confidential status, exempt status. Some overtime and after hours work is required as a condition of employment.

SUPERVISORY DUTIES:  The position supervises the clinical positions on staff (2 part-time) and any MSW interns

And/or field placement students.

TRANSPORTATION: Must have a valid CA driver license, reliable transportation and a good driving record.

CONDITIONS:  Sitting, standing, walking and driving.

EQUIPMENT USED:  Computers, fax machines, telephones and other office equipment.
